Introduction

Established in 1976 by Dr. Chen-Fu Koo, Taiwan Institute of Economic Research (TIER) is the first private independent think tank in Taiwan with purpose to provide consultations to the government, enterprises, and academics, as well as to promote Taiwan’s economic development. Currently, TIER is actively engaging in “new energy industry and policy research” and developing “Economic, Energy and Environment Policy Evaluation Model” (“3E Model”). The former focuses on industry chain investigation, cost-benefit analysis, industry promotion and policy evaluation of bio-fuel, wind energy, hydrogen and fuel cell, carbon reduction and other advanced new energy technologies. The later provides impact evaluation of new energy industry development on economy, energy and environment, as a reference for national policy makers.
